How to cite or make a reference to a web page without an author?
When there is no author for a web page, the title moves to the first position of the reference entry:
Example:
All 33 Chilean miners released in a flawless ransom. (2010, October 13). Retrieved from http://www.msnbc.msn.com/id/39625809/ns/world_news-americas/
Cite in-text the first few words of the reference page entry (usually the title) and the year. Use double quotes around the title or the abbreviated title: (“Los 33 Mineros de Chile”, 2010).
Note:use the full title of the web page (if it is brief) for the citation in parentheses. Articles found on the web, such as the example above, are not italicized on the web page and we do not leave them italicized in the citation, just like a newspaper or magazine article. Reports found on the web appear in italics in the reference list, as in thePublication manual (6th edition).Examples 31, 32 and 33 on pages 205-206. They will also be italicized at the in-text citation, just like a book.

Add citations when writing a document in which you need to cite your sources, such as a research paper. Later, you can add a bibliography of the sources that you used to write the document.
When they say the year is the year when you cite the page or when it was published?
